The Chief of General Staff,
The Army Commanders,
Kenya Army.

RE: PREVENT KILLINGS AND EVICTIONS IN 2012:

As you may very well remember, more than 800 innocent Kenyan women and children were attacked, killed and more others evicted from their homes in 1991. The Kenya Government neither prevented it from happening nor arrested those who committed the crimes. Many undocumented deaths of innocent Kenyans killed over a number of years after 1991, was also witnessed.

In 2008, more than 1,200 innocent Kenyans were attacked and killed. More than 300,000 others were evicted from their homes. The Kenya Government failed to prevent the attacks, the killings and the evictions. The signs we are witnessing today are not encouraging as we come close to the 2012 elections. Wrangling, squabbling and gambling over the Constitution, as happened before, during and after the Saitoti Review Commission in 1989, is now rife among the Members of Parliament. There are possibilities that Kenyans will go to the 2012 elections without a constitution that would guard the Nation against similar killings. There are allegations that a lot of weapons have been smuggled into Kenya. 100,000 bullets and other kinds of weapons were discovered at a house in Narok recently. Therefore the possibility of some people preparing themselves for similar attacks and killings, before, during or after the 2012 elections, cannot be ruled out.

So far, we have confidence in the ICC intended prosecutions of the perpetrators of the Post Election Violence, and we hope for success, but we are not sure how far it will go into preventing a recurrence of similar attacks and killings come 2012. Since 1991 when the first attacks and killings took place, evidence has been adduced that the inciters and the perpetrators have been the Kenya politicians, hitherto making it extremely hard and difficult for the common Kenyan to contain or control the menace. As the common Kenyans suffer from such actions and other political crimes, the Kenya Army personnel are never spared. They are always affected either directly or indirectly.

The Kenya Army should set itself ready to prevent similar attacks and/or killings in Kenya come 2012. The Kenya Army should not helplessly watch attacks and/or killings take place before, during or after the 2012 Elections. It has all the tools required to stop such attacks and should not wait for any instructions from the Politicians in order to act to save human lives. The Kenya Army should defy any orders to stay in the Barracks when such attacks take place anywhere in Kenya in future. It is a call, it is a duty, it is an obligation.
